Buying a used car in Kazakhstan, Uzbekistan and Kyrgyzstan
Short answerCheck that the VIN matches the tech passport and that the seller is the owner. Check liens, fines and arrests on the government portal (egov.kz in Kazakhstan, my.gov.uz in Uzbekistan), find out where the car is registered and where it was imported from. Buy with the car re-registered to you, not on a general power of attorney, and pay only at the re-registration.
The tech passport and the VIN
The car’s main document is the tech passport (the registration certificate). Ask for a photo in advance and compare all 17 characters of the VIN on the body: under the windscreen and in the door opening. The plate must not be re-glued and the stamped digits must show no signs of re-stamping. The owner in the tech passport is the seller: compare it with their ID card or passport.
Liens, fines and arrests
- Kazakhstan: encumbrances, fines and theft records on egov.kz and in eGov Mobile.
- Uzbekistan: liens and bans on registration on my.gov.uz or at the traffic police registration centre.
- Kyrgyzstan, Tajikistan, Turkmenistan: at the vehicle registration centre or on the public services portal.
- A car under arrest or a ban cannot be re-registered, and a lien goes with the car.
Registration, power of attorney and imports
In Kazakhstan a car on Armenian, Kyrgyz or Russian registration needs a first registration with the recycling fee: expensive and sometimes impossible. Find out who will do it and at what cost before you pay.
A general power of attorney leaves the car with the old owner: their debts and arrests, or a withdrawn power of attorney, become your problem. Agree on re-registration to you.

Gas, dust and cold
Gas equipment (methane or propane) is common. The cylinder must be firmly fixed and free of rust, its inspection date not passed, the equipment entered in the tech passport, and there must be no smell of gas. Dusty roads wear filters and the suspension faster, frosts the battery: listen to the cold start and look at the suspension from below.

Can I buy a car on a general power of attorney?
It is risky: the car stays with the old owner, their debts and arrests fall on it, and the power of attorney can be withdrawn. Re-registering the car to yourself is safer.
Is a car running on gas worth buying?
It can be, if the gas equipment is in the tech passport, the cylinder has no rust and a valid inspection, and the engine runs smoothly on both gas and petrol.
